Agriculture and Livestock Producers

The Oregon Department of Emergency Management team works through interagency support to provide access to resources that can help offset hardships faced by the agriculture community in Oregon during wildfire events. The following resources for agriculture recovery span from general help to specific resources about federal assistance programs.


General Help

Disaster Assistance Programs

The USDA Farm Service Agency (FSA) provides assistance to farmers and ranchers who are impacted by wildfires on a state level. Below you will find some available FSA programs that can help in the recovery process.

Livestock Assistance

  • Livestock Indemnity Program (LIP) - provides benefits to livestock producers for livestock deaths in excess of normal mortality caused by adverse weather or by attacks by animals reintroduced into the wild by the federal government.
    • To participate in LIP, you are required to provide verifiable documentation of death losses resulting from wildfires, and you must submit a notice of loss to your local FSA office. See "How to Document Wildfire Losses" from the OSU Extension Service for guidance.  
  • Livestock Forage Disaster Program (LFP) - provides compensation to eligible livestock producers who have suffered grazing losses due to drought or fire on land that is native or improved pastureland with permanent vegetative cover or that is planted specifically for grazing. Learn more about LFP.
  • Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP) - provides emergency assistance to eligible producers of livestock, honeybees and farm-raised fish for losses due to disease (including cattle tick fever), adverse weather, or other conditions, such as blizzards and wildfires, not covered by LFP and LIP. Learn more about ELAP.
